The only way to edit existing NOTES entries is in the XML currently.

To replicate:

Method 1: Go into any NPC record that contains data in the NOTES section (on the "Notes" tab) when the record is opened, it cannot be edited. Doesn't matter if it's locked or unlocked.

Method 2: Go into any NPC record that has no data in the NOTES section, you can type text into the field as expected. However, if you do so, and then close that record and reopen it, you will find that you can no longer edit it.

This seems to be true for both NPCs that came with the ruleset and those that have been added by hand.

P.S. As an aside: every single panel and window has a completely broken tab order ... most of the fields you can't even get to just by tabbing, and those that you can get to often highlight in unpredictable ways (the selected field jumps around the page). Making new NPCs is painful because of this. If I had my druthers, the tabbing would work according to standard conventions and best practices.
We're making a change to the core rulebook data. As I understand it, you'll be able to copy it (like an NPC), then edit the copy.
